Appropriations Implementing Bill; implements fiscal year 1997-98 General Appropriations Act in area of criminal justice; provides legislative intent; provides FDLE performance-based program budgeting incentives consistent with certain provision, re Governor's recommended budget; provides for appropriation of certain unexpended & unobligated balances of Supreme Court & district courts of appeal; provides retroactive effective date, etc. Amends 216.301.
