Tuition & Matriculation Fees; authorizes each university president to submit plan to Board of Regents to increase matriculation & tuition fees for specified professional programs; provides limit on such increase; specifies certain contents of plans; provides for retention of revenue; conforms cross-reference. Amends 240.235,.4042.
