School Buses/Safety Belts; requires that buses purchased after specified date & used in transporting certain students be equipped with safety belts that comply with specified standards; provides exemption for certain school buses; requires passengers to wear safety belts; provides immunity of school district, bus operator, & others for injuries to passenger caused solely because passenger was not wearing safety belt, etc.
