Agric. & Consumer Services Dept.; provides prohibition against administration of medications to thoroughbred horses prior to sale; provides for testing; provides for tolerance or test for medications & depressants; requires permit for transporting or hauling certain animals or animal products; authorizes dept. to perform certain laboratory services re food safety & establish fees therefor; provides for funding for Citrus Budwood Registration Program, etc. Amends FS.
