Education; revises criteria for participating in & revises due date for report on college reach-out program; removes requirement for including longitudinal cohort assessment; repeals provisions re undergraduate enhancement & establishment & use of Quality Assurance Fund; repeals provisions re establishment of state universities, branch of existing state university, or colleges in certain areas in Florida, etc. Amends Ch. 240.
