Joint Legislative Claims Committee; establishes said committee; provides for governance of committee by joint rules & provides powers of committee; provides for appointment & authority of special masters; provides penalties for contemptuous conduct before committee or special master; provides for crime of false swearing; provides penalties; provides for enforcement of subpoenas during & between legislative sessions; authorizes payment of expenses to witnesses, etc. Creates 11.80,.81.
