Excise Tax on Documents/School Board; authorizes certain district school boards to levy additional surtax on deeds & other instruments re real property & interests therein; provides for use of proceeds; authorizes pledge of proceeds for bonds; provides that school board may elect to receive surtax proceeds or certain impact fee proceeds; provides that certain impact fee programs are not repealed by this act; specifies effect on conflicting ordinances & laws; requires report. Creates 201.032.
