Water Management/Taxation & Budgets; revises statutory millage rate cap for water management districts; deletes authority to levy taxes in specified territories; requires districts to submit preliminary budget requests to Governor; provides for public hearings, review procedures, & required data; requires reports of expenditures to Governor & Legislature; repeals provision re current district budgeting process. Amends 373.503; creates 373.505; repeals 373.536(5).
