Special Election/Issuance of Bonds; provides for special election 09/01/1998 for approval or rejection by electors of Florida of joint resolution creating s. 19, Art. VII of State Constitution, which authorizes issuance of state bonds to finance or refinance state conservation, recreation, & restoration programs & postsecondary education infrastructure; provides for publication of notice & for procedures.
Effective Date: Upon becoming law if enacted by 3/4ths vote of membership of each house of Legislature
