Telecommunications Rights-of-Way; limits taxes, fees, or charges imposed by municipalities for use of rights-of-way; limits local government authority to regulate certain matters within jurisdiction of Fla. Public Service Comm. or Federal Communications Commission; prohibits requiring telecommunications companies from obtaining additional consent to use certain rights-of-way under certain circumstances; provides construction, application, & definition. Amends 337.401.
