Specialty License Plate Requirements; revises language re requirements for requests to establish specialty license plates; revises language re said plates to provide criteria for discontinuance of issuance of approved plates; revises language re requirements for requests to establish voluntary contributions on motor vehicle registration applications; increases annual use fee for manatee license plates & revises permitted use of such fees, etc. Amends FS.
