Records/Health Facilities; provides that when public lessor complies with public finance accountability provisions re transfer of any public funds to private lessee, records of private corp. that leases public hospital or other public health care facility are confidential & exempt from public records requirements, & meetings of governing board of such corp. are exempt from public meeting requirements; provides applicability, etc. Creates 395.3036.
