Certified Public Accountants; establishes Certified Public Accountant Education Minority Assistance Program; provides for scholarships to eligible students; provides for funding of scholarships; requires Board of Accountancy rules; provides penalty for certain violations; creates advisory council to assist in program administration. Creates 473.3065.
