Jai Alai Permitholders; allows any jai alai permitholder to apply, during specified period, for licensure to conduct performances in fiscal year 1998-1999; requires Pari-mutuel Wagering Division to issue license within specified period of time; qualifies provision that jai alai permitholders should pay their fair share of taxes on pari-mutuel wagering; defines term "operating earnings", etc. Amends 550.01215,.09511.
