Sexually Transmitted Diseases; expands AIDS instruction required in educational course for health care facilities' employees & clients; provides State Health Officer may authorize needle exchange project in one county, if it is determined that project will be effective component of HIV prevention program in community; provides for informed consent of legal guardian of incapacitated person; establishes probable cause for court order for testing certain persons, etc. Amends FS.
