Clean Air; provides for Fla. Accidental Release Prevention & Risk Management Planning Act; defines terms; directs DCA to seek delegation from U.S. EPA to implement Accidental Release Prevention Program under federal Clean Air Act or specified sources; provides for funding & fees & enforcement authority; provides penalties; allows DCA to consider certain factors in assessing late fees, etc. Creates 252.934-.946; amends 252.85.
