Tobacco Products; defines term "primary source of supply"; requires registration as primary source of supply; prohibits distributing agents & wholesale dealers from delivering, or accepting delivery of, cigarettes other than directly from primary source of supply; provides penalty; provides additional requirement for issuance of permit for distributing agent or wholesale dealer, etc. Creates 210.155; amends 210.15,.151,.16.
