Orlando Regional Juvenile Detention; provides definitions; prohibits state agency from expanding existing Orlando Regional Juvenile Detention Center; prohibits state agency from building new detention center or other commitment facility on property contiguous to existing detention center; prohibits state agency from using property contiguous to existing detention center to operate such center or other commitment facility.
