Agric. & Consumer Services Dept.; authorizes dept. to perform certain laboratory services re food safety & establish fees therefor; provides prohibition against administration of medications to thoroughbred horses prior to sale; amends provision re prohibition against administration of drugs to horses; requires permit for transporting or hauling certain animals or animal products; amends provision re killing of young veal for sale, etc. Amends FS.
