Postsecondary Education; provides terms of office for members of Board of Regents; revises provisions re selection of Chancellor; deletes restriction on faculty appointment of former university presidents; requires state university & community college student government associations to establish process for removal of certain student government officials; provides requirements; provides for referendum. Amends 240.207,.209; creates 240.136.
