Insurance; revises method of reimbursement to insurers under Fla. Hurricane Catastrophe Fund; deletes certain rulemaking authority of DOI re insurer compliance; provides that certain transferred policies are exempt from resident agent & countersignature law; modifies coverage requirements & premiums re motor vehicle property damage liability; repeals certain provision re purposes of regulation of reinsurance, etc. Amends Chs. 215, 624, 627.
