Controlled Substances; addes ketamine hydrochloride to list of Schedule II controlled substances; provides penalties; provides that there is presumption of presence of gama-hydroxy-butyrate when certain conditions are met in testing therefor; amends certain provisions to incorporate amendment in cross-references. Amends FS.
