Real Property Assessment; provides for partial-year assessments of real property for purposes of ad valorem taxation; provides legislative intent; provides definitions; provides for partial-year real property assessments; provides formulas for calculating ad valorem taxes to be levied on real property that is assessed for partial year; takes effect January 1, 1999, if SJR 738, allowing for partial-year assessments, has been passed & adopted by that date, etc. Amends FS.
