Motor Vehicle Licenses; provides for motor vehicle registration validation decals & stickers; includes reference to validation decals; provides penalties; provides that funds from Highway Safety Operating Trust Fund may be used to carry out purposes of act; includes reference to illegal counterfeiting, manufacture, or sale of validation decals within offense severity ranking chart. Amends Ch. 320, 921.0022.
