Simon Act of 1998; creates "Robert Newman & Stuart Simon Act of 1998"; provides for court hearings on requests for ex parte orders for involuntary examination of mentally ill persons; provides for findings, for rescission of orders under certain circumstances, & for release of persons being held for examination; prohibits certain administration of drugs without informed consent or court order; provides exception; provides penalties, etc. Amends 394.463,.4599.
