Disabled/Personal Care Services; establishes home & community-based personal care services for persons with disabilities program in Children & Family Services Dept.; directs AHCA to request waiver of Medicaid regulations; directs State Long-Term Care Ombudsman to promote home & community-based personal care services for persons with disabilities program among disabled adults who would otherwise require nursing home care, etc. Creates 410.701-.706; amends 400.0065.
