Discretionary Sales Tax/Municipality; amends provision which provides general administrative provisions for levy of discretionary sales surtaxes by counties to provide for application of those administrative, collection, enforcement, & penalty provisions to levy by municipality; authorizes levy of local government infrastructure surtax by municipalities; provides for application of provisions requiring referendum approval & restricts use of proceeds, etc. Amends 212.054,.055,.0596.
