Children First Act of 1998; (THIS BILL COMBINES H683,2131) creates said act; provides legislative intent; creates Fla. Partnership for Children First, Inc.; requires Children First Partnership to phase in program meeting specified requirements; takes effect 07/01/1998, if CS/HB 4415, re children's health, & CS/CS/HB 4383, re health opportunity for school readiness voucher program, are adopted in same legislative session, etc. Amends FS. APPROPRIATION: $2,175,000.
