Children's Health; directs AHCA to seek federal waiver for Healthy Start Program; provides legislative intent re Children's Medical Services program; provides powers & duties of Health Dept.; provides program eligibility; establishes provider qualifications; creates & establishes purpose of Fla. Kidcare program & Medikids program component; authorizes AHCA to pay for certain services for Healthy Start program pursuant to federal waiver, etc. Amends FS.
