Electronic Commerce; specifies "electronic notarization"; provides for Secretary of State to provide commissions for notaries public to perform electronic notarizations; provides for state use of credit cards, charge cards, or debit cards under certain circumstances; provides for electronic engineering seals, digital signatures, & electronic land surveying & mapping seals; authorizes Sec. of State to commission Fla. international notaries, etc. Amends FS.
