Human Rights; provides legislative intent re duties & powers of Statewide Human Rights Advocacy Committee & district human rights advocacy committees; provides for Statewide Human Rights Advocacy Committee to monitor activities of, & investigate complaints against, state agencies that provide client services; provides rulemaking authority to state agencies subject to investigation by human rights advocacy committees, etc. Creates 402.164; amends 402.165-.167.
