Excess Utility Payments Refunds; provides for refund to certain utility customers who paid more under uniform rate structure than those customers would have paid under modified stand-alone rate structure; requires PSC to notify utility customers who are eligible for refund; provides requirements for applying for refund; requires PSC to verify eligibility for refund & request Comptroller to issue payments, etc. Amends 215.22, 350.113, 367.145; repeals 215.20(4)(n). APPROPRIATION.
