Alcoholic Beverages & Tobacco/Minors; amends provision re purchase of alcohol by minors to provide restrictions on locations for on-premises consumption of alcoholic beverages; provides exception for certain temporary permits; amends provision re purchase of tobacco products by minors. Amends 562.11,.45, 569.11.
