Health Insurance; provides legislative intent for organization of nonprofit corporation for providing affordable group health insurance; creates Health Alliance for Small Business; deletes authorization for community health purchasing alliances; provides eligibility requirements for small employer members of alliance; revises restrictions re premium rates for small employer health benefit plans, etc. Amends Ch. 408, 627.6699; repeals 408.7042,.7055,.706.
