Excess Utility Payments Refunds; requires Comptroller to provide refund to certain utility customers who paid more under uniform rate structure than those customers would have paid under modified stand-alone rate structure; requires PSC to notify utility customers who are eligible for refund; provides requirements for applying for refund; requires Comptroller to verify eligibility for refund; provides for refund of utility payments to be funded from PSC Regulatory Trust Fund. APPROPRIATION.
