Settlement Agreements/Transfers; provides that transfer of structured settlement payment rights is not effective unless transfer is authorized by final court order; requires that payee establish that transfer is necessary to avoid imminent financial hardship; requires that payee receive independent professional advice; provides that circuit courts have nonexclusive jurisdiction for authorizing such transfers, etc.
