Families First Program; creates Families First program demonstration project to provide home visiting by nurses to first-time parents & their infants, for specified period; provides for integration & coordination of services with existing programs; provides for expected outcomes & critical elements; provides for specialized services; provides duty of Health Dept. to develop, implement, & administer program; authorizes application for federal Medicaid waiver, etc.
