Conditional Drug Release Program; establishes conditional drug offender release program; provides for Parole Commission to consider inmates for said program upon recommendation of citizens' advisory committee; clarifies that inmate has no right to said release or review; establishes citizens' advisory committee; specifies its purpose & composition; requires that chair be selected by members for term of 1 year, etc. Amends, creates, & reenacts Ch. 947.
