Mitigation Banking; redefines term "offsite regional mitigation"; requires adoption of uniform functional assessment methodology rule; revises standards for determining boundaries of mitigation service area; provides for processing of mitigation bank permits; requires mitigation bank permit before acceptance of cash donation in certain instances; provides for consideration of cumulative impacts.
