Telecommunications Companies; provides for Public Service Commission to require local exchange companies to provide competitive provider information in bill inserts; provides standards for interconnection of telecommunications companies; provides procedures for negotiation, arbitration, & approval of agreements among companies; requires approval by commission; directs commission to resolve routing disputes; provides for monthly bill inserts of pricing options, etc. Amends Ch. 364.
