Tobacco Settlement Clearing TF; creates Department of Banking & Finance Tobacco Settlement Clearing Trust Fund; provides for sources of moneys; provides for exemption from various service charges; provides purposes; provides for investment of such moneys; provides for disbursement of funds to tobacco settlement trust funds of various agencies; proclaims that trust fund is exempt from constitutional termination. Creates 17.41.
