Executive Branch of State Govt.; provides that head of Revenue Dept. & Veterans' Affairs Dept. shall be a secretary appointed by Governor, subject to confirmation by Senate; abolishes HSMV & creates Highway Safety Dept.; transfers Driver Licenses Div. & Motor Vehicles Div. to Dept. of State; transfers Fla. Highway Patrol to Highway Safety Dept.; provides for appointment of members of Medical Advisory Board within Dept. of State by Secretary of State, etc. Amends FS.
