Supervision of Violent Offenders Act; creates "Supervision of Violent Offenders Act of 1999"; increases membership of Parole Commission from 3 to 4 effective 07/01/99; revises criteria for eligibility for conditional release; provides that inmate who has committed any crime but who has not served at least one prior felony commitment may be subject to conditional release supervision; provides for forfeiture of all gain-time under specified circumstances, etc. Amends FS.
