Lawton Chiles Endowment Fund; constitutional amendment to create Lawton Chiles Endowment Fund for Children & Elders as permanent endowment to help fund state children's health insurance program, child welfare programs, & community-based service initiatives for elderly; provides for deposit into fund of portion of funds paid to state from tobacco settlement, etc. Creates s. 19, Art. VII.
