Employment Opportunity Act; creates "Florida Introduction to Employment Opportunity Act"; requires that each state agency having annual budget of $1 million or more include separate budget category for employment of persons who have never been employed; provides portion of such budget category for employment of minorities; provides legislative intent. Creates 414.0275.
