Child Welfare; revises duties of Child Welfare System Estimating Conference; revises requirements re plan for privatization of foster care & related services; provides state insurance coverage for persons who own or operate family foster care homes for community-based agencies providing foster care under contract with CFS Dept.; authorizes AHCA to contract with community-based agencies for services to Medicaid recipients, etc. Amends Ch. 409, 216.136.
