Child Welfare/Long-term Placement; clarifies that long-term placement of child with relative or other caregiver is not subject to supervison by CFS Dept. following determination by court that placement is stable; redefines term "other person responsible for child's welfare" to include frequent visitor in home who cares for child; prohibits dept. from imposing sanctions under WAGES Program against child's caregiver due to child's unsatisfactory progress in school. Amends FS.
