Children's Health; removes applicability of Medicaid third-party liability requirements to Medikids program; revises Medikids eligibility; removes special enrollment period for eligible newborns; creates Kidcare dental program, subject to annual appropriation; revises Medicaid family income limitation for eligibility of child under 1 year of age; provides presumptive eligibility of children for Medicaid, etc. Amends 409.8132,.815,.904, 624.91.
