DOT & Public Authorities/Law Suits; (THIS BILL COMBINES S240,810) revises provisions governing suits at law & in equity brought by or against DOT re breach of an express provision or an implied covenant of written agreement or written directive issued by dept. pursuant to written agreement; prohibits liability under certain circumstances; specifies conditions under which suits may be brought by & against public authority re specified public works projects, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
