Mental Health & Substance Abuse; authorizes CFS Dept. to use unit cost methods of payment in contracts for mental health & substance abuse services; requires dept. to establish certain contract, payments, & accounting standards; establishes Mental Health & Substance Abuse Commission; provides for staff & meetings; requires interim report; provides goals of children's substance abuse services system; specifies target populations, etc. Amends Chs. 394. 397. APPROPRIATION: $150,000.
